I think the thing to remember is that with a healthy engine, people without fans mounted on their oil coolers aren't burning oil, at least negligible amounts.

It does not burn oil.
When I say cooking the oil, I mean when the oil feed for the turbo runs past the front manifold and the return line runs around the downpipe, and both the rear manifold and the downpipe run under the oil pan, I believe the heat is too much for the oil to take, and it warms up so much that I lose about a half a bar (6-7ish psi) of oil pressure as I run around. at idle instead of running around 1 bar of oil pressure, after a good run it is only about 10ish psi. As soon as I do some normal cruising or let it idle for a few minutes, the oil pressure comes right back up.

When you started the project I remember talking about this issue and I think I had an idea to weld some stand offs on to the pan for a heat shield. It is a little late to do that now, but maybe you could use some existing bolts or brackets to mount a heat shield between the down pipe and the pan.
An oil cooler with a fan might be a good idea. I'm not sure on the size of the fittings you may have to do a search on 3SI.
I tried the summit catalog but found nothing. I was going to try jegs, but don't have that catalog. the turbo booty was more for the radiator... as I am going to wrap everything, I figured why not get the turbo booty too.
It is never to late to pull the oil pan off and weld more. I am going to try wrapping the pipes first, but if that does not cool the oil, perhaps heat baffles will be the next thing. excellent suggestion.
It's a pain to find a fan that will fit on that little cooler. flex-a-lite has a small transmission cooler that comes with a fan, but you cannot get just the fan. you can also get two small fans for a large oil cooler, but no single... I mean... wtf.
