The only thing I've seen on 3si is Intrax is supposed to lower the car more. I've been looking at lowering springs aswell, not sure what gives the best ride quality, especially with stock ECS struts.

I've installed all the different types of aftermarket springs available on our cars. Never heard of any quality issues with any of them so to ask which one is "better", I can give you my opinion:
Eibachs lower the car the least out of the 3. People say you can get away without adjustable control arms, but you saw the rear tires on my SSG car, I should have gotten a set.
Teins lower the car a bit more than Eibachs and are only available in one spring rate. They are green in color.
Intrax lower the car the most out of the 3 and are purple in color. They did have 2 different rates available 5 years ago (not sure about now). By default, you get the stiffer rate as you may have bottoming out issues going over bumps with the looser one.
No matter what spring you put on the car, your struts will wear out a lot faster. KYBs are a good/affordable replacement strut, however you will loose the ECS.

Unfortunately, I can't help out with performance parts. RockAuto only has OEM parts right now. We are slowly adding some performance parts though. We do have a K&N intake for our cars at $147.

Can you use lowering springs (looking at Intrax) and still retain the ECS on a VR4?

I know on the NA you can, don't see why not on the VR4.

I have the Ground Control Racing Coil-over Suspension, and the car is lowered 2" -- and I still use the ECS. They may not perform up to spec, however, the difference is still massive. Best, SJ

Awesome, I'm totally getting those. The Intrax springs on Ebay, anybody familiar with them? Good deal, bad deal? They're about 250 shipped for all four.

The second link in the OP is a good price for new Intrax at around $250, and that craigslist link is a nice price for new Teins.
I have Intrax/KYB on the base, and I have Ksports on the Stealth. I love the Intrax, and I'm okay with the Ksports. I don't know the spring rates on the Intrax.
The Intrax seem perfect for a daily driver, to me -- soft enough to be a very nice ride, stiff enough to decently improve handling. Drop isn't huge, but enough to look much better.
Strut life with the Intrax may become a factor, but I've only put around 15k-17k miles on them. If the KYBs die tomorrow, I'd be less pleased with the setup. But if I get, say, 40k-50k or better from them, I can live with that.
