The only way for coolant to get into a cylender on a non-turbo is thru the head gasket. Either you're not torquing the head bolts down right (both in order and to the proper torque) or there is a clearance issue (milling would be required in this case to either the head or block itself).

I would think that since the heads were new / reworked by National Cylinder Co. of Balt. MD then maybe my block needs to be milled. Is there any chance that I do have a cracked block. I have inspected the upper portions of this motor, and there is significant evidence that someone over heated this car. Many of the wire casings are very brittle and or have peeled and cracked. My other though on this was, can the lower intake unit which does have water chambers in it, be the problem? thanks for you input!

If there was a crack in block, you'd have low compression and the motor wouldn't run right. There's quite a bit of metal between the coolant channels and the cumbustion chamber.
Also, there is NO coolant going thru the lower intake plenum. There is a separate water neck that goes underneath, but there are no connections for coolant. There are coolant lines going to the throttle body, but if for some reason there was a leak in there, you'd have coolant in all of the cylenders, not just #2.
Are you reusing the old headgaskets? Are you absolutely sure they're put on the right way? It's possible to have them installed wrong.

The motor does run a little ruff. I am not sure that it is ruff enough to be the block. I have used 2 sets of new head gaskets, with my brothers help who is an avid car mechanic. He has been using a click style torque wrench and I do have the correct manuals for the car. I can check the compression and see what it reads. The lower intake does have coolent ports that pass through it and coolent does move from one head to the other, and the one cylinder that is giving me a hard time is adjacent to one of those ports. I even carefully inspected those gaskets to see if they were the problem. Nothing obvious. For all the time I have spent under the hood of this car, I could become a Stealth engine mechanic myself. I know and can visualize where every part goes on the upper half of this engine. Your doubts on my block being bad is helpfull and I hope I can soon solve this mystery. Thanks If you have any other thought please run them by me. I am going to list this car for sale here "cheap" and move on soon. I plan to make one or two last ditch efforts to get this right, but if I find an eager buyer who would like to pursue this project, I may just sell to my time back into my boating schedule.
