Heck if I know, specific information is slim. About the only specific thing (to this issue) I've ever read is this from stealth316:

AvPro is one that has a decent rep on 3si, but the whole ECU repair thing seems hit-or-miss. I get the impression most repair places don't understand the full extent of the damage these boards can sustain.
Like this guy I dealt with -- he replaced the caps, did some soldering, and called it a day. Obviously wasn't enough. But who knows how much is enough in any given case? Even AvPro told me on the phone that they don't do diagnostics. They visually inspect and repair based on that, and your symptoms.
At least all doubt is now removed. When I do the ECU repair/replace thing again, there will be no question -- the car will run or not run.
At this point, I'm just extremely happy to look at my non-running car and
know why it's not running. haha, curse these ECUs!

That's okay, I've got plenty of other things to get right while I work out a good ECU. Geez, I
think the last thing I was doing was a pressure test right before this problem happened...
